UKFT Launches ‘Reshoring for Real’ Report on the Future of UK Apparel Manufacturing

23-05-2025
The UK Fashion and Textile Association (UKFT) has unveiled its latest industry report, ‘Reshoring for Real: The future of domestic UK apparel manufacturing’, offering an in-depth look at the opportunities and challenges surrounding the growth of UK-based fashion production.
Drawing on insights from eight major UK retailers with a combined turnover of £26.1 billion and operations in 180 countries, the report examines current sourcing behaviours, global supply chain shifts, and circularity ambitions. It provides strategic recommendations to boost domestic apparel manufacturing and outlines key barriers to expansion—including ethical compliance, cost models, and infrastructure gaps.
Among the findings:
- Brands show growing interest in UK production—especially in knitwear, jersey, CMT, and printing—but consistent volumes and ethical standards are essential to viability.
- UK manufacturing is still used largely for low-volume, agile production, with limited long-term planning.
- Ethical concerns and past labour issues continue to impact perceptions of UK sourcing.
- Global disruptions (Brexit, shipping delays, rising costs) are increasing the appeal of nearshoring, but not yet prompting major strategic shifts.
- There is strong momentum for circularity, though recycling infrastructure and commercial viability remain significant hurdles.
- Brands are preparing for new regulations, but awareness of the proposed UK Garment Code Adjudicator is currently low.
The report was developed with support from UKRI, the Circular Fashion Innovation Network, and research partner SP&KO, whose ESG expertise and industry analysis informed the findings.
Part of UKFT’s sustainable manufacturing pillar, this work supports broader efforts to build capacity, explore volume re-shoring, and decarbonise UK apparel manufacturing.
